That was Mello, several months back when that fog rolled into town. He's not our biggest fan, but he's kept himself out of trouble since thing, relatively speaking.

We've had a few other cases like that, but most people are willing to work with us. They want this place to be as livable as possible while we're here, and they realize the Guard is just trying to help.
